Thematic Networking: From Concept to Reality

A Conference/Workshop on Cultural Thematic Networking and Community Development between European Twin-Towns which was held in Budapest from 29th April to 30th April 2008

WE, the undersigned participants of the Conference on EU Thematic Networking and Community Development between European Twin-Towns are proud to declare that our initiative has been a great success.

The participating local governments have a great tradition of welcoming representatives from a number of twinned EU Towns and beyond - our partners cherish great traditions of conveying and fostering the living cultural heritage to their citizens.

The conference principally aimed at elaborating a working framework for a European thematic networking involving the participating local municipalities, especially in the field of cultural co-operation. The conference has been dedicated to joint debate, planning, project-generation in the spirit of the 50th International Day on Town Twinning (established in 1958) that coincided the date of the meeting. This conference also served as an excellent opportunity to plan future joint projects within the framework of the EU’s Europe for Citizens Programme and beyond.

Its impact shall be that the key partners of our town twinning network shall be able to conceptualise, discuss and further develop the notion of thematic networking, town twinning, partnership, cultural and educational co-operation, European dimension etc. and turn them into working and practical models of cooperation in the coming years.

We also plan to draft a founding document of thematic networking of the participating twin-towns.

It is our conviction that this workshop provided an excellent opportunity to build a new European cultural identity. This shall enrich our shared vision for educational and cultural co-operation for the future generations.

Therefore, we have now decided to support with all our means to repeat this conference annually and take this opportunity to ensure our support for our citizens and for all our European partners.

We expect that this workshop shall be the catalyst to start a number of other European joint cultural and educational projects. In order to ensure this we shall join our resources and harmonise our international cultural and educational projects in co-operating working groups that shall elaborate new joint projects and bids in the current EU budgetary cycle of 2007-13.

The participants agree that the municipalities should elaborate a joint bid for the Europe for Citizens Multi-Annual Thematic Networking Programme for submission due on 1st June 2008.

We have agreed that our discussions shall be intensified in future and recommend that in 2008 a further working conference should be convened involving key decision-makers in our local governments to discuss further possible joint projects, initiatives, especially in the framework of the Europe for Citizens 2007-13 EU Programme.

We suggest that the results of our joint initiatives shall be monitored and evaluated involving the leaders and experts of our twinned municipalities.
